In 2009, nearly 1 million experienced workers completed the work-to-benefits (WTB) transition by entering the SSDI program after leaving work. One approach to reducing the number of workers who make the WTB transition every year is early intervention (EI)—delivery of services needed for continuation of work before entry into SSDI.

This project addresses the role of personal characteristics, employment services, and work incentives in helping new SSDI beneficiaries return to work at or above the SGA level over a 10-year period.

This project is investigating the vocational service networks that youth with disabilities use to transition from school to work and assess whether those networks change when additional employment supports are introduced to supplement these services using data from the experimental evaluation of the SSA-funded Youth Transition Demonstration (YTD) projects.

This project addresses the potential outcomes of federal expansion of health insurance to low-income people via Medicaid on employment of people with disabilities by investigating the interaction between SSI (which provides Medicaid benefits and cash transfers) and the stand-alone Medicaid/Children’s Health Insurance Program (henceforth referred to as Medicaid for brevity).

This project addresses the role that federal financing of higher education for hearing-impaired students via the Education of the Deaf Act (EDA) and the VR program plays in determining career success and reducing reliance on SSI and SSDI benefits.

This project examines the relationship between the education of those with early-onset disabilities (that is, onset before completion of education) on adult employment and dependence on safety net programs.

This project investigates the properties of employment outcomes and program participation measures for the population defined by the disability measures now included in both the Current Population Survey (CPS) and American Community Survey (ACS), and develops common measures which can be used to assess the economic status of those in this population over time, across states, across demographic groups, and across participants in various programs.

This project compares survey responses of SSDI and SSI beneficiaries on employment with employment measures based on earnings reported to the IRS and how sensitive the comparison is to the context of the survey.

This project addresses the low employment and earnings levels of people with disabilities by using a new approach to measure the discriminatory component of wage differentials associated with disability.

This project develops and tests a short set of survey questions—MAS-Q-VR. The end product will be a short set of questions to solicit information on workplace adjustments that could be (a) included in surveys of VR clients, and (b) after further testing on the general population of people with disabilities (that is, development
of MAS-Q without VR), included in surveys such as the CPS, SIPP, and future national disability surveys.

The EPM-RRTC is producing a series of policy briefs tentatively titled the “Research-to-Policy Brief Series.” These briefs are of four types: (1) several present findings of the Center’s research projects, (2) four briefs address ongoing research involving Center investigators (for example, the SSA Youth Transition Demonstration), (3) five briefs summarize the AAPD-led roundtables, and (4) five briefs address emerging issues.

The EPM-RRTC generates newsletter pieces for the AAPD Quarterly Newsletter, which is mailed to more than 19,000 individuals. These newsletter pieces are also placed on each seat at the annual AAPD gala and posted and archived on the AAPD website. In addition, these newsletter pieces provide material to be posted on AAPD’s Justice for All list serve and blog.

In pursuing our research projects, we are developing a substantial amount of information regarding how to measure employment and how specific programs work, interact, and influence the lives of people with disabilities and their families, as well as a tremendous capacity to utilize a large number of valuable data sources.
Upon request, we are utilizing this capacity to generate stylized estimates and provide expert opinions to key stakeholders, including but not limited to federal and state agencies, NIDRR and RSA grantees, and advocacy organizations.
